Vicky Tavitian, Principal and Director of Operations
Vicky Tavitian has over a decade of experience navigating the intersection of real estate, government, and land use in Southern California. Vicky has worked at leading international law firms, where she played a pivotal role in shepherding large-scale residential, mixed-use, commercial, and institutional projects through complex entitlement and permitting processes.
Vicky has collaborated closely with land use attorneys, governmental agencies, and development teams—overseeing project timelines, conducting zoning and municipal code research, coordinating discretionary approvals, and managing communications with various local and state departments and agencies.
Before her time in the private sector, Vicky served in the City of Los Angeles as a city planner and council liaison for the Department of City Planning, gaining firsthand experience with internal agency workflows and regulatory requirements. This public-sector background gives her a unique ability to anticipate obstacles, streamline approvals, and build productive relationships with city staff.
At RTI Permitting, Vicky oversees all operational and project management functions. From pre-submittal diligence to final clearance sign-offs, she ensures each project progresses with precision, transparency, and momentum.
She holds a degree in Urban and Regional Planning from California State Polytechnic University, Pomona, and is widely respected for her thoroughness, responsiveness, and practical, solutions-oriented approach.
Vicky has supported a wide range of high-profile projects across Los Angeles, managing entitlements and permitting for complex developments from concept to approval. Highlights include:*
• Hilton Universal City Expansion. Oversaw entitlements for a proposed 16-story, 400-room hotel tower in Universal City.
• Mitsui Fudosan – Downtown LA Tower. Managed approvals for a 50-story mixed-use high-rise with 580 residential units and ground-floor retail.
• Harvard-Westlake River Park. Led the entitlement process for the redevelopment of a 16-acre golf and tennis site into a new athletic campus.
• Downtown & Hollywood Projects. Supported multiple high-density mixed-use developments through zoning, permitting, and agency approvals.
• San Fernando Valley Infill Projects. Coordinated due diligence and permitting for multi-family and mixed-use developments throughout the Valley.

Krikor Manoukian, Code Compliance Engineer
Krikor is a licensed Professional Engineer and code compliance specialist with deep municipal experience, making him a vital member of the RTI team. He holds a Master’s degree in Structural Engineering from California State University, Northridge, and previously spent seven years as a Plan Check Engineer at the City of Los Angeles Department of Building and Safety.
At RTI Permitting, Krikor brings his unique blend of engineering and regulatory insight to review building plans, interpret code requirements, and resolve compliance issues across local jurisdictions. His background ensures that projects are entitlement-ready and optimized to meet agency standards without delay.
